Senate expands tax benefits

The US Senate Finance Committee passed a 157 billion dollar economic stimulus package that expands tax benefits already agreed by the House of Representatives and the White House. The package, which passed on a bipartisan 14-7 vote, reduces the per-person amount of tax rebates promised in the House bill but extends the rebates to an additional 20 million elderly Americans living on social security benefits and to others with low incomes. It also lengthens unemployment benefits.

The Senate committee move came after the House of Representatives passed a package negotiated with the White House to boost economic growth, which slowed over the last quarter of 2007 to a 0.6 percent annual rate on the back of a deep housing slump.

Suharto's Legacy

Another Asian leader who robed his country for years and involved in human rights abuses have passed away. He succeeded Suharno who ruled Indonesia for long in the same way with abuses. When their was a revolt in the country by left wing radicals Suharto as a army commander crushed the revolt and came to power as the president of Indonesia. His rule continued after that for 32 years with many abuses. Finally he was also throne out of power by a people revolt and democracy was established.

Suharto's accomplishments in building Indonesia's economy and infrastructure do not compensate for his venality, corruption, or brutality. His legacy in East Timor is especially damning. While I am not an Indonesian and thus cannot assess his legacy firsthand, I know enough about him to know that he should not be missed. However, I will leave the final verdict to the historians.

India's textile industry in problems

Already plagued by the impact of a stronger rupee, India's textile and garment industry has been dealt another blow by weaker US demand. Some 55m jobs in India depend on the industry, the second-largest employer after agriculture.

As the cost of making textile and garments in India rises, customers are shifting their orders to countries with weaker currencies such as Sri Lanka, Vietnam and Bangladesh. By some estimates, 500,000 jobs in the industry have been cut in India since the rupee rose 13-15 per cent over the course of last year.

The textile industry is clamoring for government relief. A proposal to give tax refunds to exporters and reduce interest rates on loans is in the works. Given the situation with demand from the US, India's textile industry is looking to develop other export markets. It has targeted Asia, Latin America and Africa. Realities in the Palestine-Israel conflict

3,200 additional troops to Afghanistan

US President George W. Bush has signed off on a recommendation by US Secretary of Defense Robert Gates to send some 3,200 additional troops to Afghanistan. The move to beef up US forces there comes amid growing concerns about rising insurgent violence and turmoil in neighboring Pakistan.

The deployment however, is a stop-gap measure at a time when a revamped, unified strategy is needed to halt a worrying two-year slide in public confidence in the government of President Hamid Karzai. Currently, there are 26,000 US troops in Afghanistan, most of them under the 40,000-strong NATO-led International Security Assistance Force.

-Will the Concertación—and thereby Michelle Bachelet’s chances of getting anything done--hold together in Chile? To be fair, rumors of its death have been greatly exaggerated in the past.

-Can the Mexican opposition regroup? Felipe Calderón is popular yet by no means untouchable, but the left is still reeling.

-With Raúl Castro—whose tone and message are different from Fidel’s--more in charge, will there be substantive political and/or economic reforms in Cuba?

-Can Central American countries address drug trafficking and gang violence without also bringing the military back to fighting internal enemies?

-Once the U.S. presidential candidates are decided, will they say anything intelligent about Latin America and U.S. policy?

Europe can be reached by the US credit crisis

Can Europe's economy stay on track even if the United States goes off the rails? This old question is being asked with new urgency across the Continent, after a startling divergence this week in how the European Central Bank and the Federal Reserve are reading the economic tea leaves. The answer is that Europe is not as insulated from America's woes as many Europeans would like to believe. They question why, at such a fragile moment, the European Central Bank is warning that it might raise interest rates. The Federal Reserve signaled it would cut rates further to try to ward off a recession.

The European Central Bank still did not believe that the credit crisis originating in the U.S. mortgage market posed a grave risk to Europe's underlying economic prospects. The bank was threatening a rate increase when it should be preparing for a rate cut. The simplest explanation for the European Central Bank's hawkish demeanor is its inflation-fighting mandate. The bank's president, Jean-Claude Trichet, has warned labor unions that they should not use Europe's inflation rate of 3.1 percent as a pretext to demand steep wage increases.

Kibaki must withdraw

The main opposition party in Kenya is calling for a return to mass action against President Mwai Kibaki following the collapse of diplomatic efforts to resolve the post-election crisis. Beware Iran

The top US military officer warned Iran American warships would defend themselves, amid charges that Iranian speedboats have interfered with their passage through the Strait of Hormuz three times in the past month. The Pentagon, meanwhile, showed what it said was an unedited 36-minute videotape of the most recent incident on January 6 following Iranian charges that it had faked an earlier edited version that showed Iranian speedboats racing around US warships.

The United States has lodged an official protest over the January 6 incident, but its version of events has come under attack from Tehran which claimed that the Pentagon fabricated a four minute video clip of the encounter. The 36-minute version aired Friday included the material contained in the earlier version, plus extended and largely uneventful footage of Iranian boats following the US ships at some distance. It includes a shot of a dark object floating in the water, but it could not be determined whether this was one of the box-like objects that the Pentagon claims were dumped in the path of a US warship by two speedboats.

Yes, FARC is a terrorist organization

The U.S. State Department includes the Revolutionary Armed Forces of Colombia (known by its Spanish acronym, FARC) on its list of foreign terrorist organizations. Plan Colombia, the United States’ multi-billion dollar initiative to equip the Colombian military to eradicate coca (the plant from which cocaine is made), targets regions controlled by FARC.

    Recent FARC terrorist operations:

  • the November 2005 kidnapping of sixty people, who are currently being held hostage by FARC, until the government decided to release hundreds of their comrades serving prison sentences. Former presidential candidate, Ingrid Betancourt—who was kidnapped in 2002—is among the hostages;

  • the February 2002 hijacking of a domestic commercial flight and kidnapping of a Colombian senator on board;

  • the February 2002 kidnapping of a presidential candidate, Ingrid Betancourt, who was traveling in guerrilla territory;

  • the October 2001 kidnapping and assassination of a former Colombian minister of culture; and

  • the March 1999 murder of three American missionaries working in Colombia, which resulted in a U.S. indictment of FARC and six of its members in April 2002.

Experts estimate that FARC takes in $200 million to $400 million annually—at least half of its income—from the illegal drug trade. FARC also profits from kidnappings, extortion schemes and an unofficial “tax” it levies in the countryside for “protection” and social services.

Hill called for movement from North Korea

Chief US nuclear envoy Christopher Hill called for movement from North Korea on the long-running international row over its nuclear weapons programme after talks with his Russian counterpart. But Hill, who discussed the issue with South Korea's president-elect Lee Myung-Bak in Seoul, backed off from setting any fresh deadlines.

North Korea missed a key December 31 deadline to disable its main nuclear facilities and give a full declaration of its atomic programmes in return for economic aid under a deal agreed in February 2007. Lee, who formally takes office on February 25, has insisted that North Korea should remove all its nuclear weapons before having meaningful aid and economic assistance from the South. Hill, who wants a quick resumption of six-party disarmament talks, has called for patience over the stalemate.

Rigged elections in Georgia

Georgian President Mikhail Saakashvili has won his country's snap election, preliminary official results suggest. The election commission said he won 52.8% of the vote, with most ballots counted - indicating he will not have to contest a second-round run-off.

I toll to an American friend in Tbilisi, on this Election Day, in contact with many decent upstanding Georgian citizens, it is clear that Saakashvili will do anything to "win" this election, which he has absolutely, positively lost. The West should open its eyes and ears to the reality of Georgia, a state where none of the oft-touted economic gains have made their way down to the people under the autocrat Saakashvili.

Iran do not have credibility

The United States made a formal protest to Tehran over a weekend incident in which Iranian speedboats swarmed around US warships in the Strait of Hormuz. Iran and the United States do not have formal diplomatic relations and Switzerland looks after US interests in Tehran via its embassy.

The Pentagon released a video and audiotape on Tuesday that it said confirmed US charges that Iranian speedboats buzzed around the US ships on Sunday and radioed a threat to blow them up. Iran on Thursday released its own video to counter the US charges showing the crew of a speedboat politely contacting an American sailor via radio, asking him to identify the US vessels and state their purpose.

I suspect about the Iran’s video, because that country do not have credibility.

Palestinians never miss an opportunity to miss an opportunity

After two days of talks with the Israeli and Palestinian leaders, President Bush said he believed both sides were prepared to make the compromises necessary for a lasting peace. Speaking in Jerusalem, Mr Bush called for an end to Israel's occupation of Palestinian land in the West Bank, which began in 1967.

For almost 60 years, every time the Palestinians were offered the possibility of a state side by side with Israel, they chose rejection and violence. In 1947 the United Nations offered them the first Palestinian state in history. They rejected the offer, made war and ended up with a vast Palestinian diaspora. There have been many opportunities for a Palestinian state since then. Abba Eban once said of the Palestinians, "They never miss an opportunity to miss an opportunity".

The US will stay out of recession

The US will stay out of recession and central banks will again turn their attention to fighting inflation as growth rebounds in the second half of this year, a lobby group representing many of the world's biggest financial institutions has forecast. The Institute of International Finance predicted that world growth would slow to 3.2 per cent this year, with advanced economies growing 2.1 per cent and emerging markets 6.9 per cent.

It said private capital flows to emerging markets would dip only slightly below what it estimated to be last year's record $681bn (EU462bn, £346bn). The IIF said the US would endure a "relatively brief period of weak growth" due largely to financial pressures arising from the credit squeeze rather than the direct effects of the housing slump, before growth picked up. Its overall forecast for US growth is 2.3 per cent year on year. Its estimates are close to those made by Federal Reserve officials last autumn, in spite of the apparent deterioration in economic prospects since then. They come at a time when many Wall Street economists are marking down their forecasts - with Goldman Sachs this week joining Morgan Stanley and Merrill Lynch in forecasting a US recession and extensive interest rate cuts.

FARC lied in Emmanuel kidnap

Colombia called on leftist guerrillas to unconditionally free hostages after saying the rebels lied in an "incoherent" way about the whereabouts of a young boy they promised to free last month. Emmanuel, a 3- or 4-year-old child born to a kidnapped mother and a guerrilla father in a secret jungle camp, was to be turned over by the Revolutionary Armed Forces of Colombia, or FARC, in a rescue mission sponsored by neighboring Venezuela.

The plan crumbled on New Year's Eve as the FARC blamed Colombian army operations for disrupting the hand-over. The government called that charge a lie and announced the boy had not been in FARC custody since 2005 but was instead living in a Bogota foster home. The FARC in turn admitted it did not have the boy and accused the government of snatching him to scuttle the hand-over mission and discredit the four-decade-old guerrilla army. The FARC is a terrorist group, also dedicated to illegal activities like narcotics trade, kidnapping and paid killings. FARC must be isolated and destroyed.
