Legal status to millions

This is only the tip of the iceberg in solving the immigration problem in this country. English needs to be declared the official language and the Government needs to stop printing documents in other languages. Big fines need to be levied against employers who hire illegals. The Cuban adjustment act needs to end once and for all. The fence that has already been funded needs to built along the entire Southwest. Tamper-proof ID cards need to be issued to all non-citizens. Finally, overall immigration in this country needs to go back down to about 200,000 people per year and that means people from all over the place, not just the Banana Republics to the South.
Without enforcement nothing that Congress does means anything.
